Background The Regional Committee for Africa of the World Health Organization (WHO) in 2001 expressed concern that some health-related studies undertaken in the Region were not subjected to any form of ethics review. In 2003, the study reported in this paper was conducted to determine which Member country did not have a national research ethics committee (REC) with a view to guiding the WHO Regional Office in developing practical strategies for supporting those countries. Methods This is a descriptive study. The (...) questionnaire was prepared and sent by diplomatic pouch to all the 46 Member States in the WHO African Region, through the WHO country representatives, for facilitation and follow up. The data were entered in Excel spreadsheet and subsequently exported to STATA for analysis. A Chi-Squared test (χ 2) for independence was undertaken to test the relationship between presence/absence of Research Ethics Committee (REC) and selected individual socioeconomic and health variables. Results The main findings were as follows: the response rate was 61% (28/46); 64% (18/28) confirmed the existence of RECs; 36% (10/28) of the respondent countries did not have a REC (although 80% of them reported that they had in place an ad hoc ethical review mechanism); 85% (22/26) of the countries that responded to this question indicated that ethical approval of research proposals was, in principle, required; and although 59% of the countries that had a REC expected it to meet every month, only 44% of them reported that the REC actually met on a monthly basis. In the Chi-Squared test, only the average population in the group of countries with a REC was statistically different (at 5% level of significance) from that of the group of countries without a REC. Conclusion In the current era of globalized biomedical research, good ethics stewardship demands that every country, irrespective of its level of economic development, should have in place a functional research ethics review system in order to protect the dignity, integrity and safety of its citizens who participate in research. BackgroundThe increasing emphasis on research, development and innovation for health in providing solutions to the high burden of diseases in the African Region has warranted a proliferation of studies including clinical trials. This changing public health landscape requires that countries develop adequate ethics review capacities to protect and minimize risks to study participants. Therefore, this study assessed the readiness of national ethics committees to respond to challenges posed by a globalized biomedical research system which is constantly challenged by new public (...) health threats, rapid scientific and technological advancements affecting biomedical research and development, delivery and manufacture of vaccines and therapies, and health technology transfer.MethodsThis is a descriptive study, which used a questionnaire structured to elicit information on the existence of relevant national legal frameworks, mechanisms for ethical review; as well as capacity requirements for national ethics committees. The questionnaire was available in English and French and was sent to 41 of the then 46 Member States of the WHO African Region, excluding the five Lusophone Member States. Information was gathered from senior officials in ministries of health, who by virtue of their offices were considered to have expert knowledge of research ethics review systems in their respective countries.ResultsThirty three of the 41 countries responded. Thirty of respondent countries had a national ethics review committee ; 79 % of which were established by law. Twenty-five NECs had secretarial and administrative support. Over 50 % of countries with NECs indicated a need for capacity strengthening through periodic training on international guidelines for health research ethics; and allocation of funds for administrative and secretariat support.ConclusionsDespite the existing training initiatives, the Region still experiences a shortage of professionals trained in health research ethics/ethicists. Committees continue to face various capacity needs especially for evaluating clinical trials, for monitoring ongoing research, database management and for accrediting institutional ethics committees. Given the growing number of clinical trials involving human participants in the African Region, there is urgent need for supporting countries without NECs to establish them; capacity strengthening where they exist; and creation of a regional network and joint ethical review mechanisms, whose membership would be open to all NECs of the Region. In their article, “Immigrant legalization: A Dilemma Between Justice and The Rule of Law,” Sarah Song and Irene Bloemraad address rule of law objections to policies that would regularize the status of undocumented immigrants in the United States. On their view, justice requires that liberal democratic states (i.e., states that are committed to individual liberty and universal equality) provide pathways for undocumented immigrants to regularize their status. We do not disagree with Song and Bloemraad’s account: rule of law and regularization (...) policies are not inconsistent, and in fact regularization supports rule of law, when properly understood. Our view is that there needs to be a deeper investigation into the motivations of “rule of law” objections considered in Song and Bloemraad’s account. We argue that the real purpose of these objections is not necessarily to serve as an alternative to the justice-based claims of undocumented immigrants, but as a way to undermine them. On our account, these rule of law objections accomplish this undermining task through the mechanisms of dog whistling, discrediting and distorting, and ostracizing. (shrink)

One of the main challenges in medicine is to guarantee an appropriate drug supply according to the real needs of patients. Closed-loop strategies have been widely used to develop automatic solutions based on feedback variables. However, when the variable of interest cannot be directly measured or there is a lack of knowledge behind the process, it turns into a difficult issue to solve. In this research, a novel algorithm to approach this problem is presented. The main objective of this study (...) is to provide a new general algorithm capable of determining the influence of a certain clinical variable in the decision making process for drug supply and then defining an automatic system able to guide the process considering this information. Thus, this new technique will provide a way to validate a given physiological signal as a feedback variable for drug titration. In addition, the result of the algorithm in terms of fuzzy rules and membership functions will define a fuzzy-based decision system for the drug delivery process. The method proposed is based on a Fuzzy Inference System whose structure is obtained through a decision tree algorithm. A four-step methodology is then developed: data collection, preprocessing, Fuzzy Inference System generation, and the validation of results. To test this methodology, the analgesia control scenario was analysed. Specifically, the viability of the Analgesia Nociception Index as a guiding variable for the analgesic process during surgical interventions was studied. Lo que este libro pretende es enfrentarnos a la crisis de la razón pero desde un ángulo insólito, desde el pensamiento judío. El judaísmo hizo su experiencia de la modernidad. Sintió (...) que no tenía sitio. Algunos de los autores aquí estudiados tuvieron que plantearse, en el momento de su madurez, que había que elegir entre ser moderno o marginarse. Durante siglos, la mayoría optó por lo primero, es decir, por la asimilación. Hasta que algunos plantearon y decidieron seguir siendo judíos sin renunciar a filosofar. Con ello el judaísmo se convierte en un lugar privilegiado para valorar el pulso de la razón occidental. El judaísmo era el límite de la Ilustración. Así lo planteaban los ilustrados y así lo vivieron durante mucho tiempo los propios pensadores judíos. Hasta que les dio por pensar por sí mismos. Tras unas reflexiones generales sobre la mente, el libre albedrío y la felicidad, hablaremos acerca del libre albedrío como requisito para la felicidad y nos centraremos en el libertarismo. Los partidarios de esta corriente sostienen que el libre albedrío existe pero es incompatible con el determinismo, de modo que requiere alguna clase de indeterminismo. Esto trae consigo un problema de inteligibilidad: ¿acaso (...) el indeterminismo no conlleva aleatoriedad y, como consecuencia, carencia de control sobre lo que decidimos y hacemos? Intermediate filament (IF) proteins form the largest family of cytoskeletal proteins in mammalian cells. The function of these proteins has long been thought to be only structural. However, this single function does not explain their diverse tissue‐ and differentiation‐specific expression patterns. Evidence is now emerging that IF also act as an important framework for the modulation and control of essential cell processes, in particular, signal transduction events. The logic BN4 can be considered as the 4-valued logic of the relevant conditional and the logic E4, as the 4-valued logic of entailment. The aim of this paper is to endow E4 with a 2-set-up Routley-Meyer semantics. It is proved that E4 is strongly sound and complete w.r.t. this semantics.

Multi-Task Learning tries to improve the learning process of different tasks by solving them simultaneously. A popular Multi-Task Learning formulation for SVM is to combine common and task-specific parts. Other approaches rely on using a Graph Laplacian regularizer. Here we propose a combination of these two approaches that can be applied to L1, L2 and LS-SVMs. We also propose an algorithm to iteratively learn the graph adjacency matrix used in the Laplacian regularization. We test our proposal with synthetic and real (...) problems, both in regression and classification settings. When the task structure is present, we show that our model is able to detect it, which leads to better results, and we also show it to be competitive even when this structure is not present. The reductionist/anti-reductionist debate about testimonial justification (and knowledge) can be taken to collapse into a controversy about two kinds of underlying monitoring mechanism. The nature and structure of this mechanism remains an enigma in the debate. We suggest that the underlying monitoring mechanism amounts to emotion-based stereotyping. Our main argument in favor of the stereotype hypothesis about testimonial monitoring is that the underlying psychological mechanism responsible for testimonial monitoring has several conditions to satisfy. Each of these conditions is satisfied by (...) our “hot” stereotypical capacities. Intergroup emotions play a key role here. Intergroup emotions inform the agent about which candidate stereotype is better suited to the current situation. Emotions serve as evidence that makes a certain stereotype and its particular profile of features more or less expected. (shrink)

Going from cognitive theory to neural data to ACT‐R models, the authors relate brain activity in a lexical ambiguity priming task to brain processes that resolve ambiguity in word meanings. These detailed data were tested and found compatible to the results of an ACT‐R computational model of reinforcement learning (RL). The model confirms and extends the behavioral findings to provide a RL account of individual differences in lexical ambiguity resolution.

Corporate America is institutionalizing ethics through a variety of structures, systems, and processes. This study sought to identify managerial perceptions regarding the institutionalization of ethics in organizations. Eighty-six corporate level marketing and human resource managers of American multi-national corporations responded to a mail survey regarding the various implicit and explicit ways by which corporations institutionalize ethics. The results revealed that managers found ethics to be good for the bottom line of the organizations, they did not perceive the need for additional (...) formalization of ethics, and that they perceived implicit forms of institutionalizing ethics (e.g., leadership, corporate culture, top management support) to be more effective than the explicit forms of institutionalizing ethics (e.g., ethics ombudspeople, ethics committees, ethics newsletters). The notion of memory storage, central to most contemporary theories of remembering, is challenged from a philosophical perspective as being contradictory and untenable. It criticizes this storage hypothesis as relying upon a linear explanation of time, an assumption which results in infinite regression, solipsism, and a failure to contact the real past. A model based on the phenomenological viewpoints of Edmund Husserl and Maurice Merleau-Ponty is offered as an alternative paradigm. For this issue of JBE, Zyphur and Pierides :1–16, 2017) have written a paper on a concept that they have labeled relational validity. The purpose of the paper and of their advocacy for the concept of relational validity is to improve the way that quantitative research is done by expanding our understanding of its ethics-laden aspects. I agree entirely with the authors that every decision regarding QR is an ethics-laden one and that our research as a whole would be improved (...) by recognition of this fact. I disagree with the authors regarding some of the ways that this improvement might be brought about. (shrink)

Valerie Plumwood introduced in "Some false laws of logic" a series of arguments on how the rules Exported Syllogism, Disjunctive Syllogism, Commutation, and Exportation are not acceptable. Based on this we define the class of Plumwood algebras - logical matrices that do not verify any of these theses. Afterwards we provide conditional variants of the characteristic matrix of the logic RM3 that are also Plumwood algebras. These matrices are given an axiomatization based on First Degree Entailment and are endowed with (...) Belnap-Dunn Semantics. Finally we provide results of Soundness and Completeness in the strong sense for each of the defined variants. (shrink)
